NOTICE TO BIDDERS TOWNSHIP OF SOUTH PARK ALLEGHENY COUNTY, PENNSYLVANIA Separate and sealed bids for the 2014 RESTORATION OF McELHENY BRIDGE -CONTRACT NO. SP7381. under one contract, consisting of but not limited to: The McElheny Bridge carried McElheny Road over Lick Run which is the boundary line between South Park Township and Jefferson Hills Borough. Both municipalities have entered into an agreement to replace the deteriorated super structure of the bridge. The scope of work includes replacement of the entire super structure of the McElheny Bridge including pre-stressed concrete box beams, deck, and guide rail. Also modifications to the asphalt approaches, approach guide rails on all four corners of the bridge, sediment removal, rip rap scour protection, E&S Controls, and both temporary construction and detour signage and permanent traffic control signs. BASE BID: The first step in the McElheny Bridge replacement will be to establish the detour route in accordance with PennDOT for and Unnumbered Traffic Route as shown on the Detour Plan provided. Erection, maintenance and removal of approximately 19 signs and barricades will be the contractor's responsibility. The second activity will be to establish, maintain and remove the Erosion and Sedimentation Controls in accordance with the Erosion and Sedimentation Control Plan. Work on the bridge will begin with demolition and disposal of the existing superstructure of the bridge, which consists of the concrete and asphalt deck, curb, guiderail and eight pre stressed beams, 18" by 36" by approximately 32'6" long. Removal of sediment (approx. 13 CY) and scour hole repair and rip rap channel lining will most likely be performed most efficiently with the bridge super structure gone. Appropriate miscellaneous work will be required, including but not limited to, preparation of the abutments to accommodate the new super structure including drilling and placing of dowels, diaphragm walls, placement of bearing pads, neoprene pads and fillers, water proofing membrane and polystyrene foam, drains, etc. Furnish and install the new super structure including four new pre stressed concrete beams, the new cast in place concrete deck and Jersey style parapets. New asphalt approaches will be constructed by milling and re surfacing for a distance of approximately 35 ft. from each side of the bridge, approximately 1 90 sq. yds. New approach guide rails, varying in length due to driveway impacts, will be required at all four corners of the bridge structure. Erection of required permanent traffic control signage will complete the construction of improvements for this project. Bids will be received at South Park Township at the Municipal Building - 2675 Brownsville Road, South Park, PA 15129, until 9:30 a.m. prevailing time on Tuesday, March 4, 2014 and bids will be publicly opened and read aloud that same date at a meeting beginning at 10:00 a.m. It is anticipated that a contract will be awarded at the Public Meeting of the Township Supervisors beginning at 7:00 p.m. on Monday, March 10, 2014. Bidding Documents may be examined at the office of Timothy B. Fyock, P.E. (Benchmark Engineering & Construction Co., Inc.) - PO Box 53 - 1332 Route 30 - Laughlintown, PA 15655, or at the office of the Township of South Park between 9:00 a.m. - 5:00 p.m. Copies of the Bidding Documents may be obtained from either office beginning Monday, February 4, 2014 upon payment of $50.00 made payable to BENCHMARK ENGINEERING. NOT REFUNDABLE. If documents are mailed add $9.50 for postage and handling. Proposals must be on the forms furnished by the Municipality. Pennsylvania Prevailing Wage Rates apply to this contract. PennDOT Form 408 Requirements apply to this contract. Only PennDOT pre-qualified contractors will be eligible to submit bids for this project. The OWNER reserves the right to waive any informalities or to reject any or all proposals. Proposals to receive consideration must be accompanied by a Certified Check or Bid Bond from a Surety Company authorized to do business in Pennsylvania, made to the order of the Township of South Park, Allegheny County, in an amount equal to or greater than ten percent (10%) of the total amount of the Proposal. All bids shall remain irrevocable for 60 days after the actual date of the opening in compliance with Act 317 of 1978 approved November 26, 1978. A recommended Pre-Bid Meeting will be held at the Township of South Park, 2675 Brownsville Road, South Park, PA at 10:00 a.m. on Tuesday, February 18, 2014, Contractor's submitting a bid proposal for this project are strongly encouraged to attend this meeting.
