NOTICE TO BIDDERS ROSS TOWNSHIP ALLEGHENY COUNTY, PENNSYLVANIA Sealed Proposals will be received by Ross Township, Allegheny County, Pennsylvania until 11 :00 AM on April 8, 2014 to be publicly opened and read immediately thereafter for the following project: ROSS TOWNSHIP 2014 SEWER REPAIR CONTRACTS CONTRACT A- EXCAVATION CONTRACT This project involves approximately 63 specific sanitary sewer point repairs including, but not limited to: sanitary sewer excavation point repair and replacement including wye and lateral repairs, manhole installation, Contractor CCTV verification of the repair locations and post repair CCTV, and the location and adjustment of buried sanitary sewer manholes. All traffic control and restoration of disturbed areas are also included in the project. CONTRACT B- LINING CONTRACT This project involves approximately 129 specific sanitary sewer repairs including, but not limited to: sanitary sewer CIPP repair including both spot liners and full length manhole to manhole lining repairs, including pre and post CCTV inspection, internal reinstatement and grouting of active service laterals, and cutting of protruding taps. All traffic control and restoration of disturbed areas are also included in the project. CONTRACT C-SPECIAL REPAIRS CONTRACT This project involves four (4) lump sum sanitary sewer point repair projects that involve specific design and difficult circumstances outside of what is expected during typical point repairs, specifically pipe bursting and manhole to manhole lining. Bidding Contractors must visit the sites prior to submitting a proposal. These repairs will be a strict lump sum bid. No additional compensation will be considered regardless of circumstances encountered. All Proposals must be delivered to the Ross Township Municipal Building, 1000 Ross Municipal Drive, Pittsburgh, PA 15237-2725 by 11:00 AM prevailing time, on April 8, 2014. Proposals shall be delivered in a sealed envelope and clearly marked on the outside with the words "Ross Township 2014 Sewer Repair Contracts." Copies of Drawings, Specifications, Instructions to Bidders, General Conditions, Forms of Proposals and Agreement are on file and open to public inspection at The Gateway Engineers, Inc., located at 400 Holiday Drive, Suite 300, Pittsburgh, PA 15220-2727 where sets of said documents may be obtained upon payment of $75.00 fee per set. No refund will be made for the return of any documents. Pennsylvania Prevailing Wage rates are required to be paid on this project. There will be a mandatory pre-bid meeting on April 1, 2014 at 2:00PM at the Ross Township Municipal Building, 1000 Ross Municipal Drive, Pittsburgh, PA 15237-2725. Contractors who intend to bid any of the individual Contracts MUST attend. Proposals must be submitted on the forms provided by Ross Township. Proposals to receive consideration must be accompanied by a Certified Check or Bidder's Bond from a Surety Company authorized to do business in Pennsylvania, made to the order of Ross Township in an amount equal to ten percent (10%) of the total amount of the Proposal as a guarantee that, if the Proposal is accepted, the successful Bidder will enter into an Agreement within 15 days after Notice of the Award of the Contract. The Proposals must be made to Ross Township, Allegheny County, Pennsylvania, and shall remain firm for a period of ninety (90) days. No Bidder may withdraw his Proposal during the ninety (90) day period without forfeiting his Bid guarantee. Performance, Maintenance, and Labor and Material Payment Bonds, along with Public Liability and Property Damage Certificates of Insurance in the amounts specified, as well as Certificates of Workman's Compensation must be filed with the executed Agreement upon acceptance of the Proposal from the successful Bidder. The Owner reserves the right to reject any or all Proposals, or any part thereof, for any reason, and also reserves the right to waive any informality therein. By: Douglas Sample Township Manager
