NOTICE TO BIDDERS BOROUGH OF GREEN TREE ALLEGHENY COUNTY, PENNSYLVANIA Sealed Proposals will be received by the Borough of Green Tree (located at 10 West Manilla Ave., Pittsburgh, PA 15220) for the following: Green Tree Borough Municipal Center Packaged Rooftop Air Handling Unit Replacement – Removal and replacement of one packaged rooftop outdoor air handling unit for the Municipal Center. The installation shall include an AAON RN-40 packaged unit, 27 STAR plenum, 3505-20 axial fan and all necessary hardware and connections required to complete the installation and provide an adequately functioning HVAC system. All Proposals must be received by the Borough of Green Tree, at the office of the Borough Manager located in the Municipal Center, 10 W. Manilla Ave., by 10:00 A.M., prevailing time, April 15, 2014 and the same will be publicly opened and read immediately thereafter. There will be a MANDATORY pre-bid conference held at the Green Tree Municipal Center, 10 W. Manilla Ave., on April 2, 2014 at 10:00 A.M. All contractors presenting proposals for the Green Tree Borough Municipal Center Roof Repairs contract must be present at the pre-bid conference for their proposal to be considered. All bidders must either be currently certified as a Pre-Qualified Bidder (HVAC Contractor) with the Borough of Green Tree or apply for pre-qualification and receive pre-qualification status as a general contractor five (5) days prior to the close of the bidding. Proposals shall be delivered in a sealed envelope and clearly marked on the outside with the words "Bid for Green Tree Borough Municipal Center Packaged Rooftop Air Handling Unit Replacement". Copies of Drawings, Specifications, Instructions to Bidders, General Conditions, Forms of Proposals and Agreement are on file and open to public inspection at the Green Tree Borough Municipal Offices, 10 W. Manilla Ave., Pittsburgh, PA 15220. Sets of said documents may be obtained upon payment of $25.00 per set from Green Tree Borough, 10 W. Manilla Ave., Pittsburgh, PA 15220. No refund will be made for the return of any documents. Proposals to receive consideration must be accompanied by a Certified Check or Bidder's Bond from a Surety Company authorized to do business in Pennsylvania, made to the order of Borough of Green Tree, Allegheny County, PA in an amount equal to ten percent (10%) of the Base Bid amount of the Proposal as a guarantee that, if the Proposal is accepted, the successful Bidder will enter into an Agreement within 15 days after Notice of the Award of the Contract. The Proposals must be made to the Borough of Green Tree, and shall remain firm for a period of sixty (60) days. No Bidder may withdraw his Proposal during the sixty (60) day period without forfeiting his Bid guarantee. Performance and Labor and Material Payment Bonds, along with Public Liability and Property Damage Certificates of Insurance in the amounts specified, as well as Certificates of Workman's Compensation must be filed with the executed Agreement. The Borough reserves the right to reject any or all Proposals, or any part thereof, for any reason, and also reserves the right to waive any informality therein. The Bidder is advised that the Owner will award the contract to the lowest responsible bidder based on the Base Bid amount submitted. However, the bidder is advised that the Owner expressly reserves the right to reject all bids, and specifically reserves the right to award to the lowest responsible bidder a contract for all or any portions of the work listed in the proposal.
