ADVERTISEMENT Sealed proposals will be received by the Borough of Castle Shannon of Allegheny County, Pennsylvania at the Borough located at 3310 McRoberts Road, Castle Shannon, Pennsylvania 15234-2711 until 12:00 PM prevailing time on June 20, 2014, for the following project: CONTRACT NO. 14-R02, 2014 ROADWAY IMPROVEMENT PROGRAM - GENERAL FUNDS The scope of work generally consists of approximately 6,700 square yards of roadway milling and profiling, 2.5" Superpave HMA binder course and 1.5" Superpave HMA wearing course; base repair; keyway milling; structure adjustments; thermoplastic linestriping; inlet repairs; signage upgrades; lawn restoration; control; and all necessary appurtenances for said construction en various Borough roadways. AH work shall be constructed according to drawings and specifications which are on file at the office of the Owner and Lennon, Smith, Souleret Engineering, Inc.; 846 Fourth Avenue; Coraopolis, Pa 15I08-1522. Bids will be publicly opened and read aloud approximately at 12:00 PM on June 20, 2014, at the Borough office. Copies of the Drawings, and the Specifications and Contract Documents may be obtained by depositing a non-refundable deposit of Seventy Five Dollars ($75.00) with the Engineer. Pennsylvania prevailing wage rates apply. Proposals must be upon the forms furnished by the Borough. The bid must be accompanied by a certified check or bid bond in the amount of ten percent (10%) of the bid, made payable to the Borough of Castle Shannon to guarantee bidder's entrance into the contract if given the award. No bid bond Shall be waived or returned because the Bidder has failed to or cannot comply with any requirements as set forth in the plans, specifications, or any applicable statutes of the State of Pennsylvania or any applicable municipal ordinances. The Borough reserves the right to reject any or all proposals and to waive any informalities in the bidding. No bid may be withdrawn for ninety (90) calendar days after the scheduled time for receipt of bids. Attention is directed to the fact that procurement is subject to ail requirements of the Pennsylvania "Steel Products Procurement Act, Act No. 1978-3 and for Contract value exceeding $25,000, the Pennsylvania Prevailing Wage Act (Act of 1961 P.L. 987), and The Public Works Employment Verification Act (July 2012) apply. The Borough shall (a) award the construction contract to the lowest responsible bidder therefore, or (b) reject all bids received within ninety (90) days of the date of bid opening; provided, however, that the Borough may, in its sole discretion, delay such award or rejection for up to one hundred twenty (120) days from the bid opening date until the Borough has received all required approvals from other governmental agencies. Bidders on this work will be required to comply with Title VI of the Civil Rights Act of 1964. Borough of Castle Shannon, Thomas C. Hartswick, Manager
