Request for Proposals Allegheny County is issuing an RFP from experienced marketing and/or public relations firms/individuals to develop and execute a comprehensive awareness and recruitment campaign. The goal of the campaign is to educate the Allegheny County community about the need for individuals and families interested in fostering youth ages 14 through 17, in order to assist DHS in building a broader foster care network that represents the geographic, ethnic and racial diversity of children in foster care.
