NOTICE TO BIDDERS BOROUGH OF GREEN TREE, ALLEGHENY COUNTY, PENNSYLVANIA Sealed Proposals will be received by the Borough of Green Tree 10 West Manilla Ave., Pittsburgh, PA 15220 for the following: - Greentree Road Sidewalk Replacement-Banbury Lane to Oriole Drive - Removal and replacement of the existing concrete curb and sidewalk along the east side of Greentree Rd between Banbury Lane and Oriole Drive. The project will include removal and replacement of approximately 8,450 SF of concrete sidewalk, 2,000 SF of reinforced concrete driveway transitions, installation of approximately 50 LF of reinforced concrete full-depth curbs, replacement of approximately 1,950 LF of reinforced concrete deck curb, installation of 90 SY of asphalt driveway paving and restoration of all disturbed areas. Work hours will be limited to the hours of 9 a.m. to 3 p.m. prevailing time. All Proposals must be received by the Borough of Green Tree, at the office of the Borough Manager located in the Municipal Center, 10 W. Manilla Ave., by 2 P.M., prevailing time, August 14, 2014 and the same will be publicly opened and read immediately thereafter. There will be a MANDATORY pre-bid conference held at the Green Tree Municipal Center, 10 W. Manilla Ave., on August 6, 2014 at 2 P.M. All contractors presenting proposals for the Greentree Road Sidewalk Replacement-Banbury Lane to Oriole Drive project must be present at the pre-bid conference for their proposal to be considered. All bidders must be PennDOT pre-qualified as prime contractors and meet the work classification code of F1, and K. A true and correct copy of a current "Pre-qualification Certificate", Form CS-4308 issued by the Commonwealth of Pennsylvania, Department of Transportation, must be affixed to the outside of the sealed bid proposal. Any bid submitted without the pre-qualification certificate affixed to the outside of the sealed bid proposal will be rejected without being opened. All bidders must also have at least one employee certified under the American Traffic Safety Services Association as a Traffic Control Supervisor, and shall have a certified Traffic Control Technician on-site to set up and maintain the traffic control devices for the work zone. Proposals shall be delivered in a sealed envelope and clearly marked on the outside with the words "Bid for Greentree Road Sidewalk Replacement-Banbury Lane to Oriole Drive." Copies of Drawings, Specifications, Instructions to Bidders, General Conditions, Forms of Proposals and Agreement are on file and open to public inspection at the Green Tree Borough Municipal Offices, 10 W. Manilla Ave., Pittsburgh, PA 15220. Sets of said documents may be obtained upon payment of $50 per set from Green Tree Borough, 10 W. Manilla Ave., Pittsburgh, PA 15220. No refund will be made for the return of any documents. Proposals to receive consideration must be accompanied by a Certified Check or Bidder's Bond from a Surety Company authorized to do business in Pennsylvania, made to the order of Borough of Green Tree, Allegheny County, PA in an amount equal to ten percent (10%) of the total amount of the Proposal as a guarantee that, if the Proposal is accepted, the successful Bidder will enter into an Agreement within 15 days after Notice of the Award of the Contract. The Proposals must be made to the Borough of Green Tree, and shall remain firm for a period of sixty (60) days. No Bidder may withdraw its Proposal during the sixty (60) day period without forfeiting its Bid guarantee. Performance and Labor and Material Payment Bonds, along with Public Liability and Property Damage Certificates of Insurance in the amounts specified, as well as Certificates of Workman's Compensation must be filed with the executed Agreement. The Borough reserves the right to reject any or all Proposals, or any part thereof, for any reason, and also reserves the right to waive any informality therein. The Bidder is advised that the Borough will award the contract to the lowest responsible bidder based on the total bid submitted for all work listed. However, the bidder is advised that the Borough expressly reserves the right to reject all bids, and specifically reserves the right to award to the lowest responsible bidder a contract for all or any portions of the work listed in the proposal, and in awarding a contract for less than the total work listed, the contract price will be determined from the total quantities for each item listed and the unit price bid for each item listed.
