NOTICE TO BIDDERS MT. OLIVER BOROUGH ALLEGHENY COUNTY, PA Sealed Proposals will be received by Mt. Oliver Borough, Allegheny County, Pennsylvania until 10:00 A.M. on September 2, 2014 for the following project: Transverse Park - 2014 Sewer Line Repair: This project involves the removal and replacement of approximately 100 L.F. of existing 15" sanitary sewer with 15" D.I.P. sanitary sewer and slope anchors, the removal and replacement of approximately 15 L.F. of existing 15" sanitary sewer with 15" SDR-26 PVC pipe, the removal and replacement of approximately four (4) sanitary sewer manholes, full length manhole to manhole lining of approximately 600 L.F. of existing 15" sanitary sewer, the removal and replacement of approximately 30 L.F. of existing 24" storm sewer with 24" smooth lined corrugated pipe, the installation of a new pre-cast concrete endwall and #6 rip rap, the installation of approximately 25 L.F. of concrete encasement, and all restoration required to complete the project in Mt. Oliver Borough. All Proposals must be in the hands of Kathy Connolly, Borough Secretary, before 10:00 A.M. prevailing time, September 2, 2014 and the same will be publicly opened & read immediately thereafter. Proposals shall be delivered in a sealed envelope and clearly marked on with the words "Transverse Park - 2014 Sewer Line Repair" A mandatory Pre-Bid meeting will be held at The Gateway Engineers at 9:00 A.M. on August 20, 2014. Copies of Drawings, Specifications, Instructions to Bidders, General Conditions, Forms of Proposals and Agreement are on file & open to public inspection at the office of The Gateway Engineers, 400 holiday Drive, Suite 300, Pittsburgh, Pa 15220 where sets of said documents may be obtained upon payment of $75.00 per set for each project. No refund will be made for the return of any documents. An additional $10.00 will be required for each set of plans if they are to be mailed. Performance and Labor and Material Payment Bonds, along with Public Liability and Property Damage Certificates of Insurance in the amounts specified, as well as Certificates of Workman's Compensation must be filed with the executed Agreement. Prevailing Wages must be paid on this project. Proposals to receive consideration must be submitted on the forms included in the specifications and accompanied by a Certified Check or Bidder's Bond from a Surety Company authorized to do business in Pennsylvania, made to the order of Mt. Oliver Borough in an amount equal to ten percent (10%) of the total amount of the Proposal as a guarantee that, if the Proposal is accepted, the successful Bidder will enter into an Agreement within 15 days after Notice of the Award of the Contract. The Proposals must be made to Mt. Oliver Borough, Allegheny County, Pennsylvania, and shall remain firm for a period of sixty (60) days. No Bidder may withdraw his Proposal during the sixty (60) day period without forfeiting his Bid guarantee. Mt. Oliver Borough reserves the right to reject any or all Proposals, or any part thereof, for any reason, and also reserves the right to waive any informality therein. The Bidder is advised that the Borough will award the contract to the lowest responsible bidder based on the total bid submitted. However, the bidder is advised that the Borough expressly reserves the right to reject all bids, and specifically reserves the right to award to the lowest responsible bidder a contract for all or any portions of the work listed in the proposal, and in awarding a contract for less than the total work listed, or less than all portions of the work listed, the contract price will be determined from the total quantities for each item listed and the unit price bid for each item listed.
