ALLEGHENY COUNTY SANITARY AUTHORITY PUBLIC NOTICE The Allegheny County Sanitary Authority ("ALCOSAN") is soliciting Letters of Interest and Statements of Qualifications (collectively, "Qualifications Submittals") from Engineering/Consulting firms interested in providing services to ALCOSAN as the Retained Consulting Engineer. The obligations and duties of the Retained Consulting Engineer include Preparing and filing an annual report in compliance with trust indentures and state law, attending monthly Board of Directors meetings, perform periodic inspections of facilities for regulatory compliance, participate in the preparation of operating and capital budgets and provide other services that may be requested on an as-needed basis that may arise during the term of service. These may include design services and construction management services for capital projects that typically have a construction cost less than $500,000.00. Other services may include user rate studies, assisting in securing capital funds, and evaluation of process performance or new technologies. The term of the service is one year, renewable year to year. The Retained Consulting Engineer is not precluded from proposing on future separate engineering design or construction management services opportunities for large capital improvement projects as a lead firm or as a sub-consultant. Ten (10) hard copies of sealed Qualifications Submittals and one electronic copy are required. Qualifications submittals must be received by ALCOSAN no later than 4:30 PM on Wednesday, October 22, 2014. A non-mandatory informational meeting shall be held at the offices of the Authority at 10:00 a.m. on Thursday, October 9, 2014. Submittal requirements and more information on this request for qualifications can be seen on the Authority's website at www.alcosan.org. (RFQ information is under "Business Opportunities.") The requirements include using SF330 forms and submission of cost information. To enable ALCOSAN to efficiently evaluate the Qualifications Submittals, Proposers must strictly follow the required format in preparing their Qualifications Submittals. ALCOSAN encourages businesses owned and operated by minorities, disadvantaged and women's business enterprises to submit Qualifications Submittals or to participate as Subconsultants or suppliers. The Retained Consulting Engineer shall be required to utilize minority, disadvantaged, and women's business enterprises to the fullest extent possible. The MBE/WBE participation goals are 10-25% of the total value of the On-Call Professional Services Firm's services.
