NOTICE TO BIDDERS MUNICIPALITY OF MT. LEBANON ALLEGHENY COUNTY, PENNSYLVANIA Sealed Proposals will be received by the Mt. Lebanon Commission at the Municipal Building, 710 Washington Road, Pittsburgh, PA 15228 until 11:00 a.m. prevailing time on Wednesday, September 4, 2013 for the following: BRAFFERTON FIELD IMPROVEMENT PROJECT This project includes the restoration of a multi-use athletic field, including demolition of existing field and structures, grading and earthwork, installation of Athletic Sod, soil conditioner, irrigation, fencing, retaining walls, and stormwater drainage, in accordance with the construction plan. Add Alternates include the installation of new playground equipment, a new basketball court, and construction of an access road and parking lot. Proposals shall be delivered in a sealed envelope that is clearly marked on the outside with the wording "BRAFFERTON FIELD IMPROVEMENT PROJECT" in the hands of the Director of Recreation, David Donnellan, at the Mt. Lebanon Municipal Building, 710 Washington Road, Pittsburgh, PA 15228 before 11:00 a.m. prevailing time, September 4, 2013 delivered to the 1st Floor Service Center, and the same will be publicly opened and read at that time at the Municipal Building Commission Chambers located at 710 Washington Road, Pittsburgh, PA 15228. Copies of Drawings, Specifications, Instructions to Bidders, General Conditions, Forms of Proposals and Agreements are on file and open to public inspection at the office of The Gateway Engineers, Inc., 400 Holiday Drive, Suite 300, Pittsburgh, PA 15220 where sets of said documents may be obtained on Friday, August 23, 2013, upon payment of $50.00 for the contract. No refund or exchange will be made for the return of any documents. If a Contractor requests the specifications be mailed, a $10.00 fee will be assessed. Prevailing wage rates will be required on this project. Performance and Labor and Material Payment Bonds, along with Public Liability and Property Damage Certificates of Insurance in the amounts specified, as well as Certificates of Workman's Compensation must be filed with the executed Agreement. Proposals to receive consideration must be accompanied by a Certified Check or Bidder's Bond from a Surety Company authorized to do business in Pennsylvania, made to the order of Municipality of Mt. Lebanon in an amount equal to ten percent (10%) of the total amount of the Proposal as a guarantee that, if the Proposal is accepted, the successful Bidder will enter into an Agreement within 15 days after Notice of the Award of the Contract. The Commission of Mt. Lebanon, Pennsylvania reserves the right to waive any formalities or to reject any or all bids. If more time is necessary for the ascertainment of the lowest responsible bidder, the Commission of Mt. Lebanon reserves the right to award the contract at a later date, but not exceeding sixty (60) days from the date bids were submitted, and such date will be publicly announced immediately after the bids are opened.
