Pursuant to the Land Recycling and Environmental Remediation Standards Act, the Act of May 19, 1995, P.L. 4, No. 1995-2 (Act 2), notice is hereby given that WABCO Holdings Company (WABCO) has submitted to the Pennsylvania Department of Environmental Protection (PADEP) a Notice of Intent to Remediate (NIR) for a site located at 1789 Braddock Avenue in Swissvale and Edgewood in Allegheny County, Pennsylvania. The former Union Switch and Signal Division (USSD) facility produced various electrical and mechanical components on the property that were used in railroad signaling and control systems. Soil beneath the site has been impacted with volatile organic compounds and metals. Groundwater beneath the site has been impacted by volatile organic compounds, semi volatile organic compounds, and metals. Additional remedial or institutional/engineering control measures will be conducted as necessary to obtain a relief of liability for soil and groundwater contamination in accordance with a combination of Act 2 Statewide Health Standards and Site-Specific Standards. There is currently no evidence of these impacts adversely affecting anyone working at or living near the site. Act 2 provides for a 30-day public comment period for remediation under Site-Specific Standards. The 30-day comment period is initiated with the publication of this notice. Until 30 days after this publication date, the township may submit a request to WABCO to be involved in the development of the remediation plans for the Site.
